Shortages of available land for urban development, water scarcity, and the need for environmental accountability in infrastructure projects – these three key issues form Australian Water’s unique approach to delivering water infrastructure that is in the best interests of all stakeholders and in an environmentally sustainable manner.
Australian Water Holdings Pty Ltd is a private company formed in 1989. Since that time Australian Water has provided project development, funding, design, project management and the commissioning of water infrastructure in the Rouse Hill Development Area, located in the north-west of the Sydney metropolitan area.

These infrastructure works provide drinking water, recycled water, waste water services and trunk storm water drainage services to around 35,000 lots, to almost 3,000 developed hectares of land. The third stage of the project has recently been completed and provided infrastructure works to a further 810 hectares and 10,000 lots.
The project’s success is a result of the public and private sectors working together to provide an innovative funding arrangement for the delivery of infrastructure, thus facilitating urban development.
Australian Water has a proven track record for delivering on time and on budget. Australian Water now has the resources to expand on this success, and deliver water infrastructure in an innovative manner to other growth areas in Sydney and throughout Australia. The primary goals are to:
- Assist the Government, landowners and general community with urban land release
- Deliver cost-effective water infrastructure
- Ensure a positive commercial outcome for the community
- Provide beneficial environmental outcomes.
